Zacchaeus Legal Services is the registered trade name for Mark D. Bardill, P.C., a North Carolina professional corporation. It was formed in 2003 to provide property tax foreclosure services for local government by its principal, Mark D. Bardill. The Zacchaeus Legal Services office is located in Trenton and currently serves Onslow, Jones, Lenoir, Craven, Beaufort, Wilson, Warren, Chatham, Lee, Cabarrus, Scotland, Tyrrell, Forsyth, Iredell, Yadkin, Yancey, Gates, Dare, Richmond, Washington, Chowan, Catawba, Hertford, and Guilford Counties and the Towns of Jonesville, Wallace, Columbia, Rose Hill, Yadkinville, Gibsonville, Plymouth, Dobbins Heights and Hoffman, and the City of Lumberton.
Mark Bardill is our principal shareholder
Mark Bardill has served local government as a Special Tax Attorney for 30 years. During this period, Mr. Bardill has collected the delinquent taxes on thousands of parcels. He has been instrumental in developing the foreclosure program as a method of tax collection for each unit of local government he has served. His efforts in getting these foreclosure programs off the ground to full and complete implementation have resulted in greatly reduced delinquency rates in the counties he serves. Some of the tax offices he has helped now allow only 1 year of delinquent taxes before foreclosure proceedings are filed.
Mr. Bardill graduated from the University of North Carolina at Chapel Hill in 1981 as a Mark Braswell Scholar. In 1985, he graduated from the University of North Carolina School of Law as a member of its Moot Court Bench.
Mr. Bardill is a native resident of Richlands, North Carolina. He is a member of Richlands United Methodist Church and is Past President of the Richlands Rotary Club and the Richlands Chamber of Commerce. He and his wife, Suzette, have two sons, Ben and Gus. Mr. Bardill enjoys boating, fishing and playing basketball.

Mitzi Rouse Bland has over 20 years of experience in tax foreclosure work, all as Mr. Bardill’s secretary and assistant. She is a North Carolina Certified Paralegal and serves as Mr. Bardill’s Operations Manager. She is a resident native of Craven County and enjoys spending time with family, boating, and deer hunting.
Melanie Galloway has 5 years of experience in real estate transactions and 12 years in tax foreclosure work, all as a North Carolina Certified Paralegal under Mr. Bardill. Melanie is a native of South Carolina and resides in Onslow County. She enjoys music, serves as church pianist, and performs in local play and musical productions. Melanie is a Settlement Representative with our firm, with a concentration in skip-trace work.
Lisa Summerlin is a Certified Paralegal with almost 32 years in the legal field, 18 of which are in tax foreclosures and 5 of which are as Document Processor and Settlement Representative with our firm. She is a native resident of Craven County. She enjoys spending time with family and friends, and is avid in Supporting our Troops. She has one son currently serving in the Navy, and one son who is a former Marine.
Shelly Caraway started with us as a high school clerk. She has 8 years equivalent of full time experience in tax foreclosures as clerk, document processor and settlement representative and now as court paralegal. Shelly is a resident native of Craven County and enjoys spending time with her friends, her numerous animals and deer hunting.
Emily Green is the head of the Title Searcher department and has been with Zacchaeus for 6 years. She is a resident native of Craven County. Her hobbies include spending time with her husband, Dustin, her two daughters, Aubry and Chloe, being outdoors and deer hunting.
Jennefer Stallings has been with our firm for 3 years and is a Settlement Representative/Document Processor. She is a resident of Jones County and enjoys spending time with her family, shopping, and going to the beach.
Sasha Cannon is a Settlement Representative/Document Processor. She enjoys spending time with her two children, reading, shopping, and going to the movies.
